Damaged item recieved after 6 months of wait

I had made an order on the ITBC no 0GA090040545 for a swatch watch and UCB watch. First they send me a wrong item after 2 months... then i get a correct item after a wait of 6 months, and guess what the watch does not even work... the dial has lots and lots of scratches... Who to blame and who to complain... The customer care dept gives one and same reply... i apologise i am sorry... blah blah blah... Whats the point... is there anyone who can save us from these type of people...
