Order not sent on time and delay in refund

I have booked the movie vuocher booklet from their site on 24-04 and made the payment of Rs, .588/- by crecit card. Till today i.e. 26-06 I have not received the same. when i called to them they informed to me that they have couriered the same on 8-5-09 but on 9-6-09 i have been informed bythem that the courier has returned. after this I have told them to refund the money and also sent them the credit card statement scanned copy. but again till today i.e. 26-06 neither received the product ordered nor the refund. and now also their toll free number is also not working. they are not sortingthe matter at their end and unnesessary harressing to me by not giving my money back to me since two months has already been passed from the date of order but I am not in a position to use the money and or the amount paid. Since the amount is small but the seeing the image of the company and the time gap they have taken the company should be penalised
