Non Receipt of order / refund

ITBC charged my credit card Rs.15, 000.00 on 29/Sep/09. More than a month has passed and there is no sign of the order. I requested for a refund & was asked to send all the information including a copy of bank statement which i did on 04/Nov. Other than receive an acknowledgement 2 days later i have not received my refund as yet. I called the helpline today & the guy wanted me to call him back after 5.30 pm!!! Firstly, they do not despatch the order, then when it comes to any service they take their own sweet time, but very prompt in debiting the account the same day. Such organisations should be penalised by being barred from selling online for a week or more.
