ITEM NOT RECEIVED EVEN AFTER DAYS OF PAYMENT MADE ARE OVER

I have booked Kodak Camera from ITBC offers. Have made payments thru my HDFC BANK Credit Card worth Rs. 5298. I have not received the item even after 21 days have passed. No one is replying the Call centre No given on ITBC site i.s. 011-40502424. I am still receiving calls from varios Call centre Nos. regarding various offers. Can anyone confirm that Ihave been Cheated and This is a Big Scam/Fraud?
