Corrupt municipal officers

I am a Professor and live with my mother and sister. My neighbour did illegal construction on 143, vishnupuri Nx and I filed 307 (5) case of illegal construction against him in district court two years back. BUT the new amendment took place last month. The commissioner of Municipal corporation himself visited on the spot and ordered his officers to remove the illegal construction. But the Building officers just issue the notices of removal of 50 metres high compound wall and front MOS covered which has disturbed the whole row of the houses. Municipal officers just issue the notices but do not implement it. They themselves are accepting that the construction is illegal but are NOT removing it. They just issue removal notices for formality. Please help me and try to remove the illegal construction.
