Non refund of excess tax paid

I had filed my incometax return for the assessment year 2009 on 22-08, at office of the Additional Commissioner of Income tax, Range-2 Bhubaneswar. My Receipt No is: 12708, Dt:22-08.

I have to get a refund of Rs 1779.I had been to the Income tax office, Bhubaneswar in the month December'2008 and March'2009.I was told that the refund will be sent in 2 weeks.but sofar I have not received it. Now I have changed my residential Address.
