Non refund of IPO

It is against Intime Sprectrum Registrar of Mundra Port and Edelwiess IPO. I have mailed several times to Intine for balance refund of my IPO but they are just not bothered to reply my mail. Also having just phone no.which remains busy all the time and in case u r lucky enough to get a ring... Dont very..Intime has ensured that no body picks up the phone... I wonder how come companies like Mundra..and Edelwiess appointing Registrar to such companies who can't even afford 2-3 phone lines and few custoer care executives...

I want to file case against them and want my refund and opportunity cost of money..
