Complaint againt wrong deduction of amount against cancellation of reservation

D/Sir,

Undersigned has booked ticket (PNR No 2301837614) for journey from Kanpur to N Delhi through Shatabdi Exp journey date 20.01.10) on dated 16.01.10 through IRCTC online reservation. On dated 20.01.10 1000 hrs through railway enquiry it was bought my knowledge that the train is cancilled on dated 20.01.10. Subsiquently I have cancilled the ticket at 1100 hrs of 20.01.10 but an amount of Rs 175/- (25% of the ticket) has been deducted. The same has been enquired from irctc and problem mailed to irctc and irctc replied that " as per our record you have cancilled your ticket before the imposition of the train cancellation flag or official declaration of the train cancelaltion and hence railway deducted the amount". Please confirm that railway on line enquiry is not an official declaration, if yes then please do the necessary action for refund of the deducted amount at the earlist.
