Sold at hoigher price than market value

Sir,

I stay in santacuz (w) i commute from santacruz to malad everyday for work this complain in regards every pan shop or cigarrette shop selling classic milds a cigarrette brand sold at any cigarrette shop the price mention on the packet is Rs110 which equates to Rs 5.50 per cigarrpette but every shop sells loose cigarrette's for Rs 6 which is illegal and when asked the reason they state that every one sells it at that rate if you buy a packett they will charge you Rs 110 so they promoting more cigarrette's to be smoked along with cheating every consumer along the way this is unjust and request the government to look into it and take strict action against it and please keep me informed what is the action taken against them and what has to be done by me when people are charging me more than they are legally supposed to.
