Delay in delivary and overcharging

I had booked my gas via central booking no on 30/09/08 till date i have not received the cylinder (today 1/11/08).even today i called up central no 03322274438 and it registered my booking again (current no 55) previous booking no 32 (on 30/09/08).more over the delivary man threats that if we dont pay Rs 7 extrait wont deliver at the 4th floor where we own a flat.he has to come via elevator.
