NOC not being delivered even after four months of clearing all money

I had a carloan from them in 2003 Appl No- 31303009 and the last installment was cleared on 2nd Aug after that inspite of submitting the relevant documents for the release of NOC they have not yet send it to me. Everytime repeated calls to them has been a harassment for me as they transfer it from one person to another and all they say is you will get it in 7days and like that 2 months have passed. Even calling their national Customer care number same reply. I want to take stern action against them.

I also found out that my car which is registered as WB02 R1079 is showing some reg no- WB71... in their system which is a fraudulent activity of one of their staff.

Now I have sold the car but could not complete the transfer of ownership paper works as NOC is not available and also the buyer is not paying the money to me.
