Misbehaviour from the conducto

I have travelled in KSRTC Volvo..bus no: KA.01 F 4414 from BTM bus stand to Sarjapur. The fare was Rs.30 and I gave Rs.100. The conductor was not willing to give me the change back even when the bus reached my stop. I have asked him for more than 5 times and he had the money with him. He was shouting at me in Kannada for not giving the change. He does this to whoever doesn't have change with them.

Its very difficult to get our money back from him.

Please have this employees trained, how to deal with people. Or make this criterion in recruitment of these people.
