Np refund of commission by the maid placement agency

On Feb 3 Kumar personnel bureau took an advance of Rs. 2000 as commission for provision of a full-time maid. They sent a maid on 15th Feb and took another Rs. 5000 from me as balance for their commission. As per the contract if their candidate leaves my house or I am not satisfied with the candidate they sent they were supposed to provide me with a total of three replacements in a year. I contacted the agency on 17th Feb with a replacement request since the candidate did not have any experience of taking care of a child (which was the key criterion for selection as specified in the registration form). The placement agency did not provide me with any replacement for a month as a result of which the candidate fled from my house and went to her home in Delhi. I reported the matter to the agency within half an hour and they found her at her home. They again promised to send me a replacement as soon as possible. No candidate arrived despite numerous calls to the agency. They finally sent a candidate on 30th March without complete verification details of the candidate which I rejected. On 30th March I told the agency that I want a refund of my amount (75% that I am eligible for minus the maid's one month salary i.e. Rs.2250). I have not received any money from them till date i.e. 23rd June. Not only have I lost money in form of agency commission this episode has costed me phone bills amounting Rs. 3000 and tremendous mental harassment.
