Complaint against maid agency due no refund, no maid provided

We signed an agreement with the maid agency named KUMAR PERSONNEL BUREAU (registration no. 239/4feb, Old Registration No 1799/1999) on august 25 (run by Mr subodh kumar and jaya in b-219, 2nd floor, lajpat nagar 1, new delhi 110024, ph no-011 29816541, 9313831663/4, 9311270930).

1.Mr manoj (one of the employees) promised to provide a maid at our residence for a period of 11 months with effect from august 25 @ Rs.5000 pm.

2.They took a fee of Rs.16000 in cash by receipt no. 540 dated aug 25 for providing above service.

3.They provided us a maid, but on the very next day she started calling through my land line number without telling anybody at home. So i asked for replacemant.

3.They provided a new maid after 10 days @Rs 6000 pm.on 3rd september. After 1 and 1/2 mths she asked for leave for 1 day. She went on 18th oct, but after that she did not return.

4. On their agreement it is written that "If our candidate is not selected, we shall refund only 75% of received payment and in case of refund, the bureau will take maximum of 90 days."

5. I waited for 90 days, but till date they are neither returning the money back nor providing a maid. They keep making false promises to us on the phone everyday that we will get our money. Everytime they r giving us new date and saying owner is not available. However, every commitment/promise of theirs has proven untrue till date.

For last 90 days, we are suffering badly as they have failed to provide us with the maid after taking a huge fee of Rs.16000 and keep making wrong commitments/promises to us every day since october 19.

Can you please advise us what should we do to in this situation as the agency is just exploiting us and seem to have no intent to live upto their commitment.
