Telephone line dead

Last 2months (even more i think) THERE HAS BEEN HUMMING SOUND CONTINOUSLY IN MY TELEPHONE.I complained but sound continues. Last one week sound was more. Listners at the other end were unable to here. Last two days line is completely dead

However broad band is working but very very slowly. The docket nos of my two complaints are 42 dated 4th feb and 0106 dated 6th feb. PL rectify.
