Not issuing policy papers

Sir,
On the 30th of June’08 I bought ten lic profit plus policy of Rs.20000/- each under the name of my wife and my younger brother, the policy nos. are 492351721 to 492351730, the branch code is 0999049. Now that I need the policy paper for seeking finance from a bank, I don’t have the papers to lien it. Even though I ve made numerous request, it is going into deaf ears. Everytime, they provide me a consistent and a simple reason for not issuing, that is “no bond papers”. According to them I’m not the only person going through this ordeal. Under this circumstances what is the most appropriate thing to do? Urgent suggestion pliz.
