Avoiding to give surrender value

I have surrendered my market plus (Plan 181) policy (No.923608806) I was supposed to get my payment on 27th July. However after consistent follow-ups, I have not received it till this date. they repeated tell that their programming is faulty and they are trying to corrrect it. why cant they hire professionals in IT? they can keep saing this for indefinet time period... who will pay interest on delayed payment? I am badly in need of money right now. i smell this fishy. Kindly look into the matter and do the needful.
