Non delivery of cylinders

I m a customer with shilpa gas services, Delhi. i booked the cylinder through helpline no: 1260.as delivery time is 4-5 days, i wait for the delivery.but after 10 day when i contact shilpa gas services, they denied the booking and i was asked to book the cylinder again.again i have to wait for 5-6 days.who is responsible for this fault.they never pick up the phone for direct booking.how can anyone confirm the booking status.can u help?
