Accumulation of water and thereby damage of road

I reside in vastu khand of Gomti nagar colony and in front of 3/938, 3/939 at the southern corner of the park near by to Kathauta chaurah. In the southern corner of the Park there is a tube well for supply of water to residents. The tube well is occupied by the pump operator and the Nali in front of that has been blocked by him as a result the water oozing out of the tube well ae well as toilet water stagnates on the road. There is apermanent water logging and during rains it is very difficult to cross it by the children and ladies.there is development of too many shrubs and mosquitoes are coming up. Several telephonic and in person complaints have been lodged but they shift the responsibilities to each other viz. Jal sansthan, Nagarnigam, public health deptt.

I request you to plaese get the NALI cleared in front of 3/938 and 3/939 and the Road repaired, last time when the road was given a coat of tarcoal the road from 3/939 to3/934 was not done by the contractor.
