Not taking the responsibility, when mobile sim is blocked

Sir,

I have baught aircel sim from shopkeeper"s shope name- "LOKENATH ENTERPRIZES". After few days sim is blocked on 31st dec. I have said to shopkeeper to restart my sim, they said you have to submit again document and photo. I have done so. They have said ok . dont worry. I can restart your sim within 2 days. but. Till now, They have noe restart my sim. I have gone near shopkeeper more than 10 times, as well as i have talked with them 10 times. As i m student, i have no much more time to go at his shop and looses more money to call him again and again. Now says on 22nd jan in evening- I have not taken any responsibility and u shold meet care center after destroying my time and money.

Althogh, this shopkeeper sells "MOBILE SIM" to any one to attach any other documentery local proof. This looks a biggest crime. I kindly request to take action against them and provide me harrasement establishment (money and time) causes by that shopkeeper.
