Loop mobile talk time

I had charged my mobile on 21 Aug for Rs 1000 through ICICI bank. i was not given the talk time. instead i was given a scheme of some local calls and sms's. i do not need that. i need to know from loop mobile that how can they force a sceme on someone without telling its detail. the link to loop mobile on ICICI bank says that recharge can be made for any amount. so while i charged my cell to be used in delhi, i was given some local calls. i need my refund please.

and surprisingly the complaint e mail id of the company returns all the mail saying that pleasae contact the call centre. and the call centre says please contact the company on that id.
