Delay in Confirmation for Transfe

I have submitted a Termination voucher issued by Ms. Tirumal Gas Agency, Hyderabad, A.P. for transfer of Bharat Gas connection at Gujar Gas Agency, Bhosari MIDC, Pune, (Maharashtra) in first week of December. When contacted after 15 days, I was told by Gujar Gas Agency, Pune that the confirmation from Tirumal Gas Agency, Hyderabad has not yet been received. Therefore I was not given the gas connection till 12 th February only after I gave an undertaking that I will surrender the connection if the confirmation will not come within 45 days. When I contacted to Tirumala, they said that they have already send the confirmation. I again send the Termination Voucher copy to Tirumal Gas Agency, Hyderabad and requested them to send it again after confirmation. After making query, they told that they have agin send the confirmation but Gujar Gas Agency has still not received it. Since the duration of 45 days is about to complete, I am scared that I will have to surrender the connection. In between, when I contacted Gujar Gas Agency for Gas, they refused to give me because they had not got the confirmation. Any way, when I requested them and promised to surrender the connection if they don't get the confirmation within the time frame of 45 days, they gave me the gas. But should I be held responsible for the failure of postal dept. for not delivering my confirmation letter?
