Compounding of House ax

I am residing at D 1357, Indira Nagar, Lucknow & about 82% Disability. I paid my house tax regularly without fault upto 2008 - 09. To my surprise a handsome amount of Rs.45, 655.00 has been put into my A/C as the DUES. On asking about the breakup I came to know that my full house has been assessed as Commercial building, though I am only using 15% of the total covered area as commercial. On my request to waive off the Interest on pending amount, it has been refused, though I was never been informed or given notice to pay the same since 2002. I am not being allowed to pay the house tax of residential part also.
