No refund of money

I was looking for a rented accomodation in khanpur area. i went to this property dealer Mallik who has office in doggal colony back side near khanpur and also somewhere in saket. the son and father duo run the operation. They showed me a house for rent and took one months rent as thier commision. I don't have any recipt of the same. They said that water supply (which i insisited several times to them should be good) is very good. but my 45 days stay at the house turned a nightmare. with water supply not there for arournd 20 days. After several complaints to owner and property dealer (which bore no results.) we decided to shift house. when i asked the property dealer to refund at least half my money he blatanatly refused and also asked me to go to police if i want, he will not refund me any money. i am distruaght and want compensation for my harrasment caused due to the duping of this property deale
