Not refunding extra money transactions

Respected Sir,

I want to bring to your notice that, I am charged extra for online transaction of online form submission five extra times due to server failure. But it has not been refunded till now, my transactions were done on 23 and 24 of April and till today no action is done, even I am said to wait, wait and wait by the university. I complained them again and again many times but no action is done. I have there emails. No action is taken I have been facing problem in clearing my accounts and every month interest are charged at there high rates. I face a lot of difficulties as I am a student. Please help me out to sort this issue as soon as possible. Will be very thankful to you.
