Non refund of booking amount

I have booked a Swift Dezire VDI Model (Booking no. 5477) with Berkely Motors Indl Area Chandigarh.

I went to them on friday 23/05 for cancellation of the booking and refund of the money. Mr Amit an employee of the dealer called me on saturday 24/05 to take the payment. I went on 24/05 and he called me on 25/05 to take the payment. He did not give the payment on 25/05 . I inquired on 26/05 and Mr. Kapoor told me that their Boss is away to Turkey and you can receive the payment after he arrive from there.

Why they are harassing the customer when there are rules that booking amount will be returned immedicately after the cancellation of the booking is made. I have already made a complaint to the Maruti Udyog (complaint no 654446).
