Amount Debited but ticket not issued

Respected Sir,

I reserved a IRCTC i-ticket on 24 Feb from Adoni to Bangalore with CitiBank debit Card. The transaction has completed with Ref: 905519975906 . The amount Rs.185/- alos debited but ticket is not issued. Could you please tell me how to complaint against this issue & how the amout can refund.
