Unwanted bill/cancellation

Please note when I refused to accept the master classic card 5543-7480-8714-5451, I have been told that this card is issued to me for life time free nothing to pay. but it is surprising to see all of a sudden I have received the yearly fee, for which I have alrdy informed your office to cancel this card two/three times but to my surprise again in this month I have received the same repeated notice adding again the late charges. I donot understand when the party refuses and ask to cancel why standard chartered bank sending again and again the same notice. I donot need this card anymore please cancel and donot send any notices anymore.

please check and let me know the reason why this notice comng again and again to me. You have already received my letter asking for cancellation last month. please confirm.
