Unauthorised dranage water pipes

I want to lodge a complaint against the residents (IInd & IIIrd Floors) of our colony (GH-2 ANKUR APPTS, PASCHIM VIHAR), who placed a dranage pipe (Unauthorised small pipes placed on their Balcony to discharge waste/dirty water) outside our houses (Ground Floor) and from those pipes they keep flushing their dirty water, which falls and gathers in front of our gates. Now-a-days Delhi Govt. already facing a problem of DENGUE & SWINE FLU, then these kind of storage of dirty water, provide good condition/enviroment for developing Mosquitos & will cause of spreading these diseases and become epidamics.

So i request you to please take a speacial note of this complaint and take necessary actions. Waiting for your strong & quick action for the same.
