Non delivery of medallion set

I had ordered a mata vaishno devi gold an silver medallion set from M/s questnet nearly2 years ago and have not got delivery till date. i have tried everything i can but the only reply i get from quest net is " our chennai office is closed, we have put your request on priority basis and will be looked into as soon as the office opens" i dont think the office is ever going to open. ihave also approaced the Dir of Consumer Affirs an he says since they dont have an office in Kolkata i cant register a complaint here.in turn i can file a complaint for breah of trust and criminal offence. Rs 35, 000 of mine is lying with questnet and i have never been more haressd in my life more that this. i would request we form a consortium and file a case against questnet for all the mental harressment and trouble we are going through
