Refund Of Security Deposit

Respected sir, i had applied for mhada flats for the location of Sion and vikroli. My application no is 179074 & 749447 the HDFC token nos are 467212 & 467211. and paid Rs. 25000 x 2 = 50000 . The mhada is delaying the refund procedure. There is no helpdesk no where we can contact as well as no authority is giving any reply or suggestions regarding the section who is undertaking this work. 7 lakhs applicants money is used by the authority without interest. The mhada must be penalised for such acts and penal interest @24 % should be paid to the delayed payment after the cutoff date on 31st May09.
