Delay in Gas Booking/ black marketing of Gas

Mithila Gas Agency has a strange policy that they don't book a cylinder till the expiry of 25 days of delivery of the first cylinder. Due to this, we were out of gas. The cost of cylinder in black market is Rs. 600 as confirmed by a delivery boy of the gas agency. I suspect that the reason for the delay in delivey is that genuine customer's cylinders are being sold in the black maket at a substantial premium. Please investigate into this complaint. Also none of their 6 telephone numbers are available for booking. They suggest we should keep on calling. The SMS booking is also fake, as it was not booked by SMS. Is there any government regulation on minimum number of days?
