Cheating me

A local fellow name Nani running a shop for selling old and use mobile for last few years, some how I had got his add. and asked wheather he can give me a phnoe with gprs facility as cheap as possible he told me it will take near about 2000Rs I agreed with him he has ta ken money near about a year ago but did not supplied me me a good once he had supplied me a broken and spoiled phone which was unable to do net surfing as I asked him about this he he told me that all the sim card of BSNL is spoiled all over India but the phone is good . after 8 months later he had supplied me a phone has no display .for me he has faced me a great loss. after that came to know that he has allready cheated more than 80000Rs by doing some technical fault in cesc meter reading, now cesc has also take out his connection from his shop but he is using the line without paying them. how I will get back the money?

It is also confirm that you will also take his side, as taken in the case of leaders of Yamaha.
