Orc.p scheem

Dear sirs, i have taken single phase electricity supply from msedcl under orc.p scheem on 22-2 at that i had made all expenses for electric poll, electric conductor, required assembles and required labour charges now msedcl given connection to other customer without informing me. now with the help of you i want to know what about the expenses made by me for taking electricity supply. the expense made by me was around 50, 000rs please help me to know the rules regarding orc.p scheem.
