Surrender cheque not received

Hi, I was using MTNL Landline connection since 1997 to Aug but because of some irresponsible & lazy service by MTNL, I have decided to surrender my landline connection. On Aug 1st I have surrender my instrument as well as all the neccesary documents. Now it has been around 75 days, I haven't received my surrender cheque. A clerk in Sanchar Hart in Dilshad Garden told me that it'll take 60 days from the submission of instrument but it has been 15 days extra. I am calling to the respective account officer of my zone but he is not picking the phone. I have tried so many times. his phone no. is 01122133321. please do something for it..
