Harrassment in Mutation of Flat Purchased

I had purchased the flat no. C-51, Ratnakar CGHS Ltd, Plot 21, Sec-4, Dwarka, New Delhi-110078 in July; and applied for mutation of the same in my name on 07.07.2008 with all necessary papers.

The Nazafgarh MCD office has not done the mutation yet despite reminders.

Visits to the MCD Nazafgarh have bore no fruits. The touts hovering there offer to get the job done for money.

Will the authorities concerned look into why the mutation should take so long? And who are responsible for this deliberate/inordinate delay?
