Harrassment by house owner for refund of deposit

House owner name Subba Rao, house address Plot No.54A, Sri Rama Nilayam, Road No.10, Jubilee Hills, Hyderabad-500033, Andrapradesh.

house owner refused to pay my deposit money (2 months rent, deposited Rs.15, 000/-), even though I paid every month's rent at the begining of that month, e.g. rent for Sep'2009 I paid on 1st Sep'09. He says that since I stayed there for 24 months and he did not increase rent after 12th month, so now he want the arrears of the rent as per increased rate from 13th month onwards which he would adjust from my deposit amount. But he was supposed to inform me about rent increase on 13th month during my stay which he did not do and now after I vacated his house (owner asked me to vacate, not at my wish) he is charging me to pay the arrears for 12 months of balance rent as per 10% increase on running rent.

Not only that, he behaved very rudely when talked about refund of deposit and did the same with the other tenant who also vacated his house and claiming his deposit from him
