Dirty and stagnant water in the tank near houses

A tank is kept full with water near Garden view, plot no. 11, Sector 12 A, Koparkhairane, Navi Mumbai, 400709.
The tank is in a building whose construction has stopped because of some dispute. The tank is a big health hazard as all sorts of mosquito stay in that water. It contains very dirty and stagnant water which has gathered since many years. The tank smells badly and is also risk to the Gurukul hospital and even the resident living nearby.
Please take some action as soon as possible.
