MTNL Speed Problem

I am having an mtnl triband connection since last 4 moths and i not getting the speed of transfer of even 10kb i getting my download speed just 5kbps and i am really tired of it. I am being visiting mtnl telephone exchange since last 2 months but there has been no reply they has not solved my issue i have having plan of 2500 rs/months and paying it on time but still no speed i am having subscribed for 256 kb but cant get proper speed and the employees and engineer there said me that you would get this much speed only. So i am really tired and dont know how to get this problem solved.
