Malpractice by tte

Dearsir this is to inform u that i was traveling form ghy to ndls by train2501/porvotr s kranti, date of journey11/3, pnrno6312854132, as i was traveling with my e-ticket & my drivinglicense as photoid proof, tte denied to acecpt this ticket by saying photo is not identified as drivinglicense was made about 12years back so the looks have changed natuarally, than they ask me for a bribe of 200.00Rs, when i denied they made a ticket with same PNRno&sameseatno & charged me 771.00Rs Now my question is irctc never mention that the photo id should contain recentphoto, but it should be for the shake of finding genuine passanger, if they were not sure for my authenticity then how they could give me a ticket in same name? If somebody purchase a ticket in a counter how they make sure that this is the same identity for whose name the ticket has been purchased. In presence of Sri Deka SriBeru Singh & some other railway offical this malpractice had been done. One email has been sent to irctc by my brother when i was on board for refund cash to the a/c& action against the malpractice, but noaction has been taken so far.
