Unpaid outstanding bill

Dear Sir, My name is Ashraf, one of our neighbour has to pay outstanding telephone bill IRs.70, 000/= in 15 years back. They are living and hiding in other area in tamilnadu. Last 15 years they didnot make any payment about this outstanding balance. If we report your department, can you make any action about that particular person? Where we have to complaint? Please reply soon.
