"Sending a message" problem

I bought a new nokia 5130 xpressmusic phone. When I insert a sim (BSNL) for the first time, it shows "sending a message" and stays there. After a long time I can use it normally. I think we get a message about my gprs settings and like that when we first insert the sim in a new mobile phone. Now each time I restart the phone, it shows "sending a message " and stays there (not hanged... I cant do anything except switching off the phone...)
