Unrepaired in Nokia care

I have purchased NOKIA 5310 xpressmusic having IMEI: 358653014961399 against bill no 83 dated 29.03.2008 from Sri Gupteswar Enterprises, Semiliguda, Koraput, Orissa. My phone has given problem in starting on/off in June'09 2nd week. I gone to Nokia care at M/s CLP & Graphics Pvt. Ltd. Shop No. 133-134, DD Plaza Mathura on 18.06.2009. They charged Rs.50/-for checking the phone and asked that there is some software problem and will charge Rs.136/-, if repaired. After checking, nokia care told that the phone has got some hardware problem. They told that it is not possible to repair and suggested to repair the defective phone at local repair center. I have a great faith in nokia that why i choosen nokia mobile. But if in a course of 1-1.5 years, a phone has got some problem and this is the service given by nokia, its really pathatic. You are kindly requested to take necessary steps and guide me to solve my problem.
