IMEI no of no use after phone got stolen

Hi,
I bought a Nokia 1680 classic just 3 days back, and today it got stolen. Surprisingly, Nokia customer care is claiming that they cant block the phone from further use even with the help of IMEI no.
If that is the case, then why put IMEI on your boxes, Nokia???

This company is a cheat, because, if they would block the handsets, then thieves would soon realize that there is no use to steal handsets anymore, so, eventually the number of stolen mobile would come down to zero and Nokia would loose a large share of its income because, no one would buy a new phone just because the old one got stolen.
Thats why Nokia is not starting this service in India intentionally... whereas it is already there in all developed countries, where people are not ignorant and tolerant like us.
