Snl SIM Rejecting

I am holding NOKIA 6280, Model, it is rejecting BSNL SIM and some times asking about restriction code, but same time it is alowing rest of all service providers in india with out asking any code, BSNL SIM working in all other mobile pieces except this 6280, how can i solve this problem, i brought this piece from dubai
