Malpractices by NOKIA PRIORITY DEALER

I have purchased a NOKIA 5800 EXPRESS MUSIC from NOKIA PRIORITY DEALER SCO 1028-29 SECTOR 22-B CHANDIGARH Vvide bill no. TVM/09-10/03988.IME no 357988036415078 on 17.10.09.On that day there was offer a HEADSET PMX 60 amounting to Rs.2260/-free with this SET. Dealer has not delivered the same. I have contact the dealer and customer care through mail on 18. &23 .10.09.but no response rced till date. Such types of malpractices should be stopped. Since I m waiting reply from company/dealer otherwise i hav no option to approach the CONSUMER COURT to bet my dues.
