Heavily frustrated from Nokia

Hi, myself Shivakumar from Bangalore and i was using nokia 7710 handset but by mistaken i have lost the handset in shimla but there the police is telling that they can't do anything ie they can't tracker throug IMEI NO... So can anybody is there to help me out from this problem...
