Telephone Number Not Working

I have BSNL Land line connection for the Last 15 years, I got the connection by depositing Rs. 8000/- Now my complaint is as follows:

From the last October I was out of station and i was not able to pay the bills and on June i paid all the pending bills and applied for the reconnection. Now the JTO verbally instruct me to dispose the old connection and get the new number ie wireless and he is not able to give the old connection.

Is there any provision in the law to cancel the old connection without informing the customer.

Please reply me if anybody knows regarding the above mentioned matter.
