Non refund of booking amount despite the acceptance of cancellation

Hi

I have booked the apartment in Omaxe Palm Green in Greater Noida, since the company is not able to complete the project on time i appllied cancellation which they accepted and promised to refund the money i 4 months from the date of cancellation, but now 4 months have passed and they are not responding to any of our emails or phone. I am worried for my money its my hard earned money. Can anybody suggest any action.
