Complaint against defficiency in service by Lucknow Branch

Lucknow Branch of Onida Washing machine is not responding its telephone. For last 24 days I have been trying to complaint on phone. Out of two telephone nos. one remains busy and other is not responding. Only mechanic is responding on his mobile. But no avail. He is not helpful. He says store is not issuing material for replacement/repair. He dismandled my washing maching on 18.9.2008. Only he talks on his mobile. He has not turned up till date. Facing great in convenience. How Onida washing maching is going to help me. He has charged me Rs.250/- for service charges and has dismantled my machine. Shall I take shelter of Consumer Forum for defficiency in service?
